Manage Order Form Information Fields
During checkout, on the page where billing and shipping info is entered by the customer, I would like to add an HTML link to a page describing a choice to the customer for recurring billing. Is there any place where this can this be done? Could it be done in Orders & Payments|Manage Order Form Information Fields? Also, what is the response to a checkbox being checked?

Yes, you can place a link in the "Display Value" for an Order Information Field. If the field is the only one used or is first you could also use Site Elements > Store Heading - Additional Information (ste_strhd_addlinfo).
In Manage Online Orders & View Invoices > Update Online Order, the option value for a checkbox would appear in the textbox beneath the corresponding custom field #. In the confirmation email as follows:
