What is the diffrence between a $30 GoDaddy.com SSl cert and a $389 Verisign SSl cert?

Typically it is based on the "insured value" meaning how much they will cover your damages or how much they will cover in terms of prices of the items bought.
then there is the "brand name" cost, which means you will pay more just to have an SSL from Verisign, than a lesser known SSL provider.

Also - beware that some cert providers aren't supported out of the box by all browsers. For example, look in your browser at:

Tools | Options | Advanced | Manage Certificates | Authorities
For MSIE:
Tools | Internet Options | Content | Certificates
Those list 'trusted authorities'. A cert from anywhere else will ask the user whether they want to trust the authority before allowing them to continue. We use Thawte certs here.
