Global Variable

i want to make a custom shipping based on a flat rate fee. The fees are depending on the state(province). Do you know what is the name of the variable  for this field that i should use to have the state of the customer?

The ship to state is stored in the variable:

$trackitem_shipstateprov

The bill to state is stored in the variable:

$tracking_stateprov
