Edit Shipping Fields

During checkout, I would like to add a note under the "City" label above the City Field.  Here is an example of want I am looking to accomplish:



I have searched high and low for the correct way to edit this but have not been successful.

Under Orders & Payment | Manage Order Form Billing Fields & Manage Order Form Shipping Fields, edit the City field.  Add a <BR> with your text in the display name field.
