just to confirm that it seems that your problems with installation
have reasons in your systems, but for sure not in CCP5:
I personally installed it in 11 minutes without ANY problem
additionally, there was no need to set permissions (!) because
ALL permissions ARE set correctly in downloaded *nix version
(.tar.gz)
I entered only the correct paths in 2 files: 'cp-app.cgi' and 'cp-admin.cgi'
and it works, just works!

I remember when I installed CCP4 first time
I had many problems because of CR/LF line endings
in .zip archive (I unzipped it on my Mac, then
uploaded to my RedHat 7.2 box via FTP-'Fetch')
the only solution was using .tar.gz archive instead
