Dynamic Forms

I am confused on something I fear is pretty basic. Forms as a concept seems straight forward. Form Steps means nothing to me and I am at a loss to find a functional definition. Form fields seems pretty clear as to definition, but I can't add one using the tools available.

Help!

In this version form steps are used to assign fields to forms in various steps.  Ie. Step 1 of 3...

First build your form, then your form steps, then your fields.
