Vacation Mode / Store Closed

Is there an option available in the settings to put the store in vacation mode or to disable the add to cart and checkout sitewide?

No.  But what you can do is enable ordering for superusers/admins only, and that would disable adding to the cart and ordering for everyone else.  Using Store / Component / Settings / General Store Settings, set Limit Pricing and Purchasing to Certain User Groups select the admin and superuser groups.
