Quickbooks XML

Getting Error Message. will not start QuickBooks. Running Quick books 2016

During setup, did you follow the instructions in the manual under 'Configure Your New QuickBooks Company File', specifically the 'QuickBooks Web Connector User Setup' and 'Configure the QuickBooks Web Connector' sections?  There was a choice when authorizing the web connector to always allow access, even when QuickBooks is not open.  You needed to select that.  Did you?  Reference this if the manual is unclear:

You can update web service permissions in QuickBooks when logged in as the Admin.

You can also test this and see if it's a permissions issue by logging into QuickBooks as the web connector user you've set up, leaving QuickBooks open, and running the connector.  If you do it that way, the connector doesn't have to open QuickBooks or login.  The important thing is to be logged in as the web connector user you set up when you run it with QuickBooks open.

Beyond that, use your Windows task manager to ensure all QuickBooks processes are closed prior to running the web connector.  I've seen where one hangs on as a zombie preventing QuickBooks from opening.  Usually we see a 'QuickBooks already running' message with that, though.

It is set to web connector to always allow access, even when QuickBooks is not open.

If you do it that way, the connector doesn't have to open QuickBooks or login. 
Try this open with web connector login and try run it still got error message.

QBWC errors 1048 and 1051 indicate issues with an outdated QuickBooks Web Connector software install, or MSIE install.  QB/Windows is having trouble verifying the certificate on the server.  Doing a Google search for 'QBWC error 1048' brings up alot of useful info.  Looks like you may need to reinstall an updated copy of QBWC or MSIE, or possibly reimport a certificate, or possibly just close all MSIE windows.  Relevant info:
