I use Standard Rules in my Country Tax settings. I only ship to 2 destinations (UK and Ireland).
I am registered for VAT in both countries so have two different VAT numbers
If Product A needs to be delivered to a UK Delivery Address, I need to charge UK VAT (20%).
If Product A has an Irish Delivery Address, I need to charge Irish VAT (23%).
And if mid-cart checkout, the customer decides to ship it to the other country, the VAT needs to update accordingly.
In V8, this works perfectly well. I have it set as Standard rules and the VAT updates in the Checkout according to what I need.
If I use the EU Vat rules and set my base country, the system will only charge the single rate of VAT not matter if ships to UK or Ireland. So, in this scenario, I can't use EU VAT Rules.
This setup that is working well in V8, is not working for me in V9 and I can't figure out why.
I have put both management interfaces side by side here on double screens to try to go through it as best I can and everything seems to be the same. Obviously products are handled differently in V9 with the price map and inventory but I can't seem to get the Standard Rules working at all in V9.
At the moment, in V9, when I go to checkout, no VAT is added at all and I can't figure out where I am going wrong. (If I change over to EU VAT rules in v9, VAT calculations do show in the cart so the cart is definitely working OK until I try to use Standard Rules)
In the manual nearly completed? Does it cover this?
Any ideas? Is there something in Inventory or Price Map that I am missing? I have checked them both and are looking OK.

You are using Standard Country Tax rules to emulate VAT due to your own business needs. We have an update pending which adds a Tax Nexus setting for both Standard Country and Standard State/Province methods. You'll want to turn that setting on when the update is released and you'll get the behavior you're expecting. Release of update 9.0.2 is expected this week.

I answered your post in the V8 forum on this, jojo. It's available to existing clients and forum users via quote request. It's not been publicly launched, but has been widely available since December 2016 and in production on some sites since February 2016.
