Software Generates Incorrect File Permissions

We uploaded a few promo images using Admin and found they were all set at 777.

How can we set up the software so it gives these file permissions:

public files: 644 or at worst 755 (some files in utilities need to be set to 755 to function correctly)
public folders: 755

private files and folders: 777

Setting public php files to 777 breaks the server.

Look at the top of index.php, admin.php and installer.php in the {public} directory.  Change as needed.
