Please can you confirm that if an order is cancelled in the management interface that the cart is not also refunding the payment and that we still have manual control over this.

Correct. It is up to you to refund or otherwise handle the payment portion. When you cancel an order it will alert you that you have more work to do by presenting an orange colored notice at the top of your screen saying something to the effect of 'now you should process a refund using your processor's site'.
