PayPal Payments Problem

I had my cart set up for PayPal Payments and it was working fine.  Now all at once I get this error message when going to the last step of processing the order.

Error Detected

We cannot process this transaction because this recipient is not a registered PayPal account. For more information, please contact the seller.

On the page for Edit Online Processing Settings I have PayPay Payments selected in the drop down menu

and the following fields filled in as follows:

Online Processor URL: https://secure.paypal.com/cgi-bin/webscr
Referring URL Must Contain String:  paypal.com

Any idea where I've gone wrong and why it's not working?  I'm thinking the one of the two items above had my email address in the URL somewhere when it was working.

Any help will be greatly appreciated.

Do you have your paypal email address in there where it says business name or something similar?  If you don't have this information in there right it will do this.

I think the problem is with what I have in these two fields.  I don't have any idea what the struction of the URL should look like.  Could someone give me an example to where all I have to do is plug in my information?

This is exactly what I have and no, my paypal email address is not included.  I know it should be in there somewher, but can't figure out where or how.

Online Processor URL: https://secure.paypal.com/cgi-bin/webscr
Referring URL Must Contain String: paypal.com

You should put your email address in where business or businessname is.  That will cause your orders not to work.

Thank you for your reply.

I contacted PayPal for help and they indicated I was using an outdated URL. 

They said:  https://secure.paypal.com/cgi-bin/webscr

Should be:  https://www.paypal.com/cgi-bin/webscr

It still did not work because my identifing information was not included.  That was what I was having problems with.  I finally figured out what I needed to add to the URL to make it work.  It's now working.  No need for anyone else to respond.
