recently starting dealing with incorrect state for PayPal Express Chec

From what I can gather, customer who are using the Express Checkout feature ( and while I don't know how it all works ), it appears that some people who have CA for their home state of California in their PayPal address are having their state date field being populated with the  drop down menu option I have 'Canada-choose below'.

In my state/prov option list I have:

"United States-Choose below"
then the state list in alpha order
then the "Canada-Choose below"
then the province list in alpha order
then the "Australia-Choose below"
then the states in alpha order
then finally "Unlisted".

In order for that to happen, PayPal would have to be sending StateOrProvince as CA and Country as US back to the software.  I've just checked.
