Just had an order from Germany, selling from the UK. Germany is set as EU Country, Country Tax of 20% to apply and no EU VAT Number given on order. But the VAT has been refunded.
What other settings can affect this?

The items ordered may have been marked as exempt, or in a disability or digital tax class. Germany may not be marked as part of the EU (under manage countries). Customer discounted all items using a code resulting in a zero order total with zero tax. There are probably more...

None of these. VAT was charged and then a VAT refund applied. No Discount code applicable. Item is VAT'able and set to Standard Rate, but not shipped. It is a booking for a seminar.
Under Dashboard > System> Component> Settings> Tax Settings Germany is checked as Country Tax: Standard Rules - Taxable Locations and in Dashboard > System > Locations > Countries Germany is set as European Union Status = Yes with 20% Standard Tax Rate (as UK).
We had problems with VAT and shipping types many moons ago, when VAT wasn't charged on an order. We never did find the root cause, even with your help. It never happened again until now, though this is a different failure mode.
So what esle can trigger a VAT Refund?

You got it. The address is in Germany but I see that the Customer has clicked Not Listed. I have now set Not Listed to EU and 20% VAT so this shouldn't happen again.
Any news on the next version of ClickCart?
