There is no setting for this. Customers expect the lowest cost option to be first in the list and selected. To do it any other way would provide confusion. With that said, it can be changed by editing how the options are sorted in the ECOM_Ship class ({private}/apps/ecom/ECOM_Ship/ECOM_Ship.php).

I need the default and top of the list to be the cheapest delivery option. Most of the time this is free, but not always. There are permanently free options for picking up in store but I want to separate these so it's obvious which are the delivery options and which are collect options.
