shipping and tax questions
Is there a way to make one product have no shipping charge?
Also, how can I make sales tax apply to shipping charges? Our state requires this.

Sure - you need to set the shipping costs to 0.00 and the weight to 0.00.
To apply tax to shipping charges requires a major hack. You're best off including the shipping costs in with the product price.

Can you provide instructions which files should be changed to add taxation to the shipping?

You'll need to modify:
./cgi-bin/library/modules/site_store_cart_contents.pl
./cgi-bin/library/modules/site_store_order.pl
I think that's it.
