I've tried adding Paypal Standard or Pro and either way when I test it, paypal is not showing an option to pay WITHOUT creating a paypal account. What am I missing? (not my paypal account, but a client's and I suspect there's a missing setting in his paypal)

PayPal Pro should never leave your site and therefore there should be a need to ask for a paypal account. If it is asking then I suspect Pro is not actually set up or working correctly.
With PayPal Standard there should be an option right under the PayPal sign-in box that says "Don't Have A PayPal Account?" - that is how someone would pay without signing up (unfortunately, and most likely on purpose, they don't make that very clear).
