Cookies - EU law and explicit consent - CCP8 solution?

EU law says that we must have consent for storing cookies on a user's computer.

There is a lot of debate whether implied consent (i.e. you have visited our website) or explicit consent (you have clicked on am OK button to explicitly consent once when you accessed the site) is sufficient.

What mechanism has anyone had success with for explicit consent? I know that there are a number of solutions out there you can integrate in.

Have you activated the privacy settings?
Location: System Dashboard > System > Component > Settings > Privacy Settings

First time user are then present with a cookie agreement box.
