Offline (switch/solo) payment not working.

We recently discovered that when using this option for payment that customers are getting an error.  We use the same method on one of our other sites and it works just fine, it has worked for the last couple of years without issue.

See error message below:

Unfortunately, we are unable to accept your transaction. There may be a problem with the payment information you entered, or our online processor may be experiencing technical difficulties at the present time. You can attempt to process your order again, or contact us to discuss other payment options.

We have tried all different card types and the maybe 1 out of 5 times it goes through.  I updated to the version 7.1.5 to see if that might solve the problem but it did not. 

Any suggestions would be great!

For those that run across this situation.  I found out that the offline method of payment has an algorithm that checks if the cards are valid.   So if you are testing this method you can not just put in random numbers.
