I'm receiving the following error when trying to move on to step 3.
The following errors were encountered while attempting to process your request: 1. An error was encountered while running the HTTPS cURL test. Error Information: Problem with the SSL CA cert (path? access rights?)
Is this a problem with my server or the software?

I found this error when trying to run the curl command found in the install script directly through terminal
curl: (51) SSL: certificate subject name 'rs01.kryptronic.com' does not match target host name 'central.kryptronic.com

Sounds like your server. See if your host has a HTTPS/SSL proxy in use for curl, and if they do, enter the proxy info they provide for the secure curl connection into the installer.

To work around this error and complete the install, I had to modify the installer.php to skip that step.

This server is on Godaddy, and I called them and they informed me that I do not need a proxy to access https.

Some older GoDaddy servers do require HTTPS proxies for cURL. Your modification will only lead to issues down the road if you are going to use remote services like UPS, FedEx or UPS realtime shipping quotes, or most API-based processing gateways. You probably want to set the proxy to:
Host: https://proxy.shr.secureserver.net
Port: 3128
No username or password is required.
