After completing a PayPal payment the customer can return to our site (from the Paypal site) to get an order confirmation/summary page. This seems to happen via the /relay/ccp0.php file. Unlike a straight credit card transaction the page that comes up for Paypal customers does not appear to be associated with our custom "checkout page skin" - or more precisely certain elements of the skin are missing. Very weird. So what is displayed to the customer is a really screwed up looking page.
My question is: Am I supposed to be able to assign a skin to this Paypal return page? The namespace appears to be "splash" so I updated the Default Skin for namespace "splash" but that didn't seem to fix the problem.
What am I missing? I'm willing to edit some php code to get this fixed if that's what it takes.

Negative. The default skin for the site will be used.

The splash page is not what is displayed on returning from a payment form that is off of your site. Without a URL to your site it's pretty tough to give you any additional information on what might be happening.

Default skin as in the skin selected in admin under Home > ClickCartPro > Application: Profile and Namespaces > Application Profile
If I visit http://www.9000world.com/relay/ccp0.php which is the URL payment gateways external to CCP return to I see what appears to be your "normal" skin as expected.
