In some instances I'm seeing rates displayed on the shipping page as
$9.97 UPS 3 Day select
$9.16 UPS Ground
$15.41 UPS 2nd Day Air
$21.63 UPS Next Day Air
and other times I'm seeing it displayed correctly
$9.16 UPS Ground
$9.97 UPS 3 Day select
$15.41 UPS 2nd Day Air
$21.63 UPS Next Day Air
Any idea why it wouldnt be displayed in correct order on occassion?

I just did a mod that was a hybrid of flat rate shipping for Ground + UPS returned rates for other UPS services and I recall having to go in and sort the UPS services by price from lowest to highest because the native code did not do it. Again, this is from memory so I might be mistaken but I'm pretty sure I remember correctly and this will explain why you don't always get services listed from cheapest to most expensive. CCP displays what UPS returns, the order is up to UPS unless you add sorting functions.
