is the wish list retained after the user logs out and if so for how long , is there any documentation on how the wish list works.
are the xmods for quick purchase and gift certs uk compatible, does the anniversary offer extend to the uk version ?

Yes. How long is set in admin under Home > ClickCartPro (GBU) > Settings: Application Settings Menu > Cron Settings
There's nothing specifically documented about the wish list. There really isn't anything to say about it. It's simply a shopping cart that's flagged as a wish list.

They are not. Only the HD SEO XMOD is available for the UK version.
