Page Cannot be displayed error

Last night, I had to go to my boss's house as everytime he tried to access the billing/info page (under https), he got "Page cannot be displayed" error.

While looking at it, I noticed that one of the checks was to the cipher strength.  I checked his browser, IE 6, and the cipher strength was 56 bit.  We are using a 128 bit Verisign cert.

Is it possible that by using a 128 bit cert, that users who have 40 bit or 56 bit certs are not able to access the https pages?

This is the only thing that I can think of.  Using a 128 bit cert, I can access the page, no problems.

On his pc, I deleted cookies, files, and offline content.  I then rebooted his pc.  I then tried it and each time that I tried to access the billing/shipping info page, I had this error and this is the only difference that I can find.

Yes, if you have a 128 bit cert and a 40 bit browser, the browser is incapable of displaying the content on those pages.  The only choice is to downgrade the cert or upgrade the browser.
