There is a way to show to everybody in the checkout process some upsale item?
I mean a product with special discount only for those who buy something.

Hmm. I guess you could edit the 'Checkout - Intro Header' element to include some HTML that points to a product that isn't listed in a category or on the splash page (invisible otherwise). That would be rather simple to do. That element is printed above all of the checkout form fields and only appears once items are in the cart.
