I am testing my reinstall. Everything seems to be working okay except, whenever I get to the point where the customer is asked to hit submit to input the credit card information I am kicked back to the Splash page... Any idea what's going on ??? I checked the permissions already.

Make sure the address it points to is valid. Whenever you ask for a page that's not there the program takes you to the splash page by default.
I am not quite sure where to check. The only two places that I know of is the cp-admin.cgi and cp-upload.cgi. I did not see any wrong. Is there another place to check ? If not, do you have any more suggestions as to what could be wrong??
Again, everything else seems to work fine.

Who are you using for payment processing? Make sure you have the online processor URL set correctly in "admin_program_edit_online_process_settings"
