Can you explain in a bit more detail how free shipping override works in Inventory Delivery Config?
Free Shipping Minimum Override Amount*
Inventory items may qualify for free shipping under certain conditions. Enter a Free Shipping Minimum Override Amount to be charged for this item if free shipping is calculated. Not available for items configured with Always Rate Item set to on. The Free Shipping: Minimum Override Status global setting must be on for Free Shipping Minimum Overrides to calculate.
My thought is to see how it might work for an individual item where shipping charges are applied to the item until the buyer adds enough to the cart to exceed the minimum price to trigger free shipping on that particular item. I’ve experimented with but doesn’t result in a change and always charges shipping. Always Rate is off and the global Free shipping minimum override is on. Maybe I’m confused on how it works. Can you give me some examples of how this works so I can see how it might apply to what I’m trying to accomplish?

How this works depends on your store setup, but basically if the customer has triggered free shipping in checkout, this amount can be charged for the inventory item instead of the calculated shipping price which was negated to zero with free shipping. So it's basically if an item is determined to be shipping for free because free shipping has been activated, the store will charge that minimum/flat amount instead of making it free.

How does this function different from Always Rate Item?

Setting this field to true (1) will include shipping charges for this item, even if free shipping is active. Setting to false (0) will allow this item to ship free when free shipping is active.

Always rate item uses the item's actual checkout rating if free shipping is triggered.
Free Shipping Minimum Override Amount uses a set shipping amount for the rating if free shipping is triggered.
They're similar but the ratings are different.

Is there a way to override so that wholesale customers never see forced rating of shipping charges when they qualify for free shipping? The minimum and force rating settings are okay for retail customers but prefer not to have them apply to wholesale customers many of whom are more local in state and region. I’ve hesitated to use these concerned how they might affect wholesale customers that we deliver to on our own vehicles who are accustomed to free delivery. Item pricing with shipping costs being so high these days are causing us real challenges when dealing with retail customers versus wholesale and having that balance. Wholesale customers expect free delivery after a certain level but retail customers are easily deterred when they see a high price on an item where ordering two or three of the same item drastically lowers our shipping cost and the desire would be to offer a single item at a price plus shipping but if you order two or more of the same item the pricing might stay the same or maybe a little less but free delivery kicks in with that particular item. We can’t do this with every item however because of different sizes, weights, market acceptable prices etc. Any ideas?
