Make stateprov not required

At the moment, in the shipping estimator and at the checkout, the State/ Province field is required.

I want to change that so it's an optional field.

Where do I change this?

That's not really the best idea.  It's required to have a complete address, and a complete address is required for things like placing and order and paying for it.  The better thing to do would be to set the defaults for the Ship Estimator so that your customers have to select less.  Do that using Store / Component / Settings / Shipping Estimator.
