looking for ideas to recover extra fees

I am looking for ideas to recover additional fees that seem to be increasing each year (package insurance rates, online payment fees). Increasing product prices and shipping prices is not always an option. I was thinking about using the Handling Charges field and label the field as 'Insurance' (or something else ) and would rather use a percentage based structure than a flat rate.

<= $5.00: 6.00%
> $5.00 <= $10.00: 5.00%
> $10.00 <= $25.00: 4.50%
> $25.00 <= $50.00: 4.00%
> $50.00 <= $75.00: 3.75%
> $75.00 <= $100.00: 3.50%
> $100.00: 3.25%

Thoughts? Other ideas?

Using a Custom Surcharge Script (create using Store / Commerce / Custom Surcharge Scripts, activate using Store / Component / Settings / Checkout) would accomplish this.  My first thought would be to spread the additional costs out over product and shipping rather than adding another charge to checkout.  If it's insurance, it should be bundled with shipping and the shipping method name should reflect that.  IMHO.

Thanks, I'll look into the surcharge script setup. Where we sell physical products and PDF downloads, I am looking to recover credit card fees on PDF sales, labeling it as a fee for 'backup services'. But I don't think the surcharge script would be able to distinguish that type of purchase without a custom request (sales can be one or the other and sometimes both), so that's why I was thinking of an all inclusive surcharge 'Shipping Insurance/PDF Backup Service'.  Insurance is currently built into the shipping script, but I would pull that out so that it would show as a separate item.

That would work well with a generic surcharge script.  As you noted, we could (under a custom job) program a surcharge script to activate only when particular items / item types are in the order.
