Why do some orders go to:- Active Review- Required, when they have been paid in full and the item is in stock? In what case would this normally happen

Check the review info for the order - when you load the order in the Order Manager, it will say it's under review and why. Adjust what triggers review using Store / Component / Settings / Order Manager - update the Review Conditions setting.
