Are the files and folders supposed to have 777 permission, files like admin.php?

It really depends on your server. Most these days will support 755, or a combination of 755 for directories and 644 for files. 777 is a catch-all that will always work, but that permissions level is not optimal on shared hosting environments.

Depends on your host server. If you're in a shared environment and there's the potential for another account on that server to traverse into or read into your account's directory, then yes, 777 is a risk, unless the other shared sites are trusted.
