I would like to edit some text that appears on the contact form. I looked under "System Dashboard > Website > Dynamic Forms > Dynamic Forms" and lo-and-behold, it isn't in there. I would have thought it is as dynamic of a form as the only one that IS listed there - the "Customer Feedback" form. I guess I need to look up the definition of "dynamic". Anyway, where would we begin to look if we wanted to add or modify some text that appears on this apparently non-dynamic form?

What text?
You can edit the header in the core_forms table. Look for the core.contact row.
or you can edit the footer in contact footer here Location: System Dashboard > System > Displays > Display Includes

Where it says "Please complete the information below to send a contact message." - I would like to change that text. Why is the feedback form considered a "dynamic" form and the contact form not? It would be nice to be able to edit the contact form as easily as the feedback form.
