If anyone if trying to work out how to set the correct VAT rate for the UK, you will find it in
System Dashboard > System > Locations > Countries then click "Update" next to "United Kingdom". Finally click "Tax Information" in the left hand menu and change "Item Standard Tax Rate" to 15.
Only took me 10 minutes to find that (!) - hope this post saves someone else from hunting high and low.
Don't forget boys and girls, "The 15% rate will remain until 31st December 2009, and from 1 January 2010 it will revert to 17.5%" (from http://www.hmrc.gov.uk/pbr2008/measure1.htm)

Next problem I have with VAT is disability purchases - some customers are allowed to buy certain goods without paying VAT - i.e. I have a customer who sells post op shoes and boots - if a customer declares (usually by agreeing or signing an on line form) that he/she does not need to pay vat the goods can be sold direct without having the VAT added to the price

(1) Make sure you set up your products and product option selection items with a Tax Class of Disability. That will make them disability eligible for tax refunds in checkout.
(2) In the management interface, go to Store > Commerce > Checkout Form Fields and set the status of the 'Disability Selection' to active. That will allow customers to specify whether or not they have a disability in checkout - and if they indicate they do, they will get a tax refund on all disability-eligible items and item option selection items.
