Processing error in checkout

Hi there, my client is getting emails from customers saying after they enter their credit card info and click submit, they (sometimes) see this error:

A tech is not available to process, or there is not enough money.

Does anyone know why they are seeing this error, and what we might be able to do to stop it from happening?
