Script Execution Error

I've uploaded everything for version 5.1 but I get the following error when I go to http://www.inksticks.com/ccp51/cgi-bin/cp-app.cgi I made sure that the Binary and ASCII uploads where done correctly.

Script Execution Error
The following error was just encountered:

Can't call method "prepare" on an undefined value at /home/inkstick/public_html/ccp51/cgi-bin/library/common/database.pl line 618. SELECT settings_id,settings_value FROM settings

Please advise.

I am getting the same error plus.

I had my hosting company check all the permissions and to see if I uploaded everything in binary or ASCII. He said everything was loaded according to your set up instructions.

I am becoming confused, frustrated and going out of my mind with anticipation of this upgrade. Help !!!

I got keymans working.  It was a combination of permissions not being set in the cgi-bin, (all files must be set to 755, not just the app and admin files) and the tables had been uploaded in ascii.
