Would someone be kind enough to explain this in lamens terms?

Do I have to go around looking for people I know with half decent websites and ask them to link to mine??

Avoid the temptation to use any service that will sell you such links, you will do your rank more harm than good and possibly get banned all together.

List your affiliate program on the affiate program sites, there are hundreds (perhaps thousands).  I believe that they can help with relevant links.

Re: Quality Links To Boost Site Rating? :o/

My broad criteria for link requests:

a)  Site has decent pagerank - or at least not zero and never graybar!  Often low pagerank sites have the potential to improve and you'll benefit over time.

b)  Site is relevant to my site's theme or, even better, relevant to a specific category or product.  It's good to get links to the home page AND to internal pages.

c)  Site provides a static link directly to the page - no scripted redirects!

Although time consuming it's better to obtain quality inbound links a little at a time.  G's patent also states that a sudden increase in inbound links may trigger a penalty.
