My client wants just the background of the splash page changed, and the rest of the store with the default white background. I see where I can edit the background color of the site but that makes the change throughout the entire site. Is there a place/way that I can change the bground color of just the splash page?

Try HTML Pages & Elements > Manage HTML Pages (System) > Splash (Welcome) Page. Add the bgcolor attribute into the table.
